Identify which water system the question concerns.
Phoenix’s property and infrastructure records directory identifies building records maintained by Planning and Development and certain water and sewer records maintained by Water Services. Different departments hold different information; ask which available record relates to the affected system.
An installation or connection record is not a substitute for a qualified professional’s findings about an interior pipe. Do not infer the source, ownership or responsibility for a line merely from its position on a record.
Map the discovery and the affected spaces separately.
Record where water was first observed, where the suspected source was assessed and which rooms or shared areas were later documented as affected. Those may be different locations. Use consistent building, suite and unit references in photographs, professional reports and mitigation invoices.
For a multifamily property, use a working location register without residents’ sensitive personal information. Preserve the underlying professional findings, including any uncertainty about how water moved between spaces.
Compare the current scope with the right background documents.
Available permits, inspections or occupancy records may provide useful building context. Match the address and record date before treating a document as relevant to the current layout. Ask about alterations or missing records rather than filling gaps with assumptions.
Keep emergency work, diagnosis and proposed permanent repairs distinguishable in the file. Fees, coverage, responsibility and any operational-loss questions require their own review; the existence of a city record does not resolve them.
Questions worth asking.
Does a city water record prove that the city is responsible for a leak?
No. A record can help identify infrastructure or background information. Source, responsibility and coverage are separate questions requiring the relevant facts and documents.
